A Comparison between the Theories of David Mayhew and Richard Fenno Essay

David Mayhew and Richard Fenno are both revolutionaries in the field of Political Science. They have both published several books, and they both have developed theories for the way Congress members interact with their constituencies. Mayhew makes the assumption that Congress members are single-minded seekers of reelection and that the way they reach out to their constituents is a direction reflection of their fear of losing the next election or primary. He theorizes that the three ways in which they communicate with their constituencies are advertising, credit claiming, and position taking. Advertising concerns the way in which each senator or representative displays himherself as a person, the events they will be attending, as well as the events they have attended in the past. In some circumstances, it can also involve responding to constituents who have complaints about local issues. Credit claiming is just what it sounds like the Congress member takes credit for bills created or voted on, as well as any progress made in their respective district. Position taking is another obvious form of communication it involves the Congress member vocalizing the opinions he or she has taken or is currently taking on certain issues.Fenno looks at the communication in somewhat of a different way. Instead of looking at the type of communication, he looks at who the information is being presented to. He breaks all constituents into four groups, geographic, reelection, primary, and personal. The geographic group represents all constituents in the respective district. The reelection group is made up by the people who the Congress member knows heshe can count on for reelection, and makes up a smaller portion of the geographic group. Within the reelection group is the primary group, which is made up of an even smaller force of the Congress members most fervent supporters.
